EOR vs Staffing Agency vs Upwork: The Best Way to Hire Overseas

Freelancer marketplaces, employer-of-record platforms, offshore BPOs and a done-for-you recruitment partner all promise "global talent". They solve different problems. Here is an honest, side-by-side comparison of cost, who does the recruiting, vetting, exclusivity, control, contracts, speed and what happens if a hire doesn't work out, with every competitor fee taken from their own public pricing pages.

✓ 1,750+ overseas hires✓ 3–5 vetted finalists in about 14 days✓ 90-day replacement guarantee✓ Pay nothing until you hire

The short answer. An employer of record (Deel, Remote, Oyster) legally employs someone you have already found. A freelancer marketplace (Upwork, Fiverr) gives you a self-serve pool for scoped projects, and you do the screening. An offshore BPO runs a function for you with agents it manages. A recruitment partner like Talentige finds, tests and places a full-time person who joins your team and works only for you.

If your real problem is finding the right full-time person overseas, only one of these four actually does that for you. Talentige has made 1,750+ overseas hires: 500+ in Morocco, 250+ in Egypt, 500+ in the Philippines and 500+ in Latin America. You meet 3–5 vetted finalists in about 14 days, pay nothing until you hire, and every placement comes with a 90-day replacement guarantee.

The four ways to hire overseas, in one sentence each

Recruitment partner (Talentige)

We source, screen, interview, test and background-check candidates, you choose from 3–5 finalists, and we handle the contract, onboarding, payment in your currency and time tracking. Your hire is full-time and works only for you.

Freelancer marketplace (Upwork, Fiverr)

A self-serve platform where you post a job or buy a service, review proposals and manage the freelancer yourself. The platform takes a fee on each payment.

Employer of record (Deel, Remote, Oyster)

A company that becomes the legal employer of a person you have already found, in a country where you have no entity, and runs local contracts, payroll, taxes and benefits for a monthly fee per employee.

Offshore outsourcing / BPO

A vendor that delivers a function, such as a support desk or back office, with its own agents, managers and facilities, usually priced per agent or per seat.

When each option is the right choice

Choose a freelancer marketplace when…

You have a short, clearly scoped project (a logo, a landing page, a one-off data clean-up), you're comfortable screening proposals yourself, and you don't need the person on your team long term. Upwork and Fiverr are excellent at this. They are not built to find you a full-time team member who works only for you.

Choose an employer of record when…

You have already found the person and you need them on a local employment contract with statutory benefits, equity or other employee protections, in a country where you have no entity. Deel, Remote and Oyster do this well. They won't find, test or vet the person for you, so you still need a recruiting plan.

Choose an offshore BPO when…

You want to hand over an entire process, such as a 24/7 support queue, with the vendor managing the agents against a service level. You give up some day-to-day control, and individual agents are the vendor's staff rather than members of your team.

Choose Talentige when…

You want full-time people who become part of your team, work your hours, use your tools, report to your managers and work only for you, and you want someone else to do the hard part: finding and proving them. That is all we do, and we've done it more than 1,750 times.

Why companies choose a recruitment partner over a platform

We do the recruiting, not you

Sourcing, screening, interviews, formal English and communication tests, role-specific assessments and background checks. You only meet finalists worth your time.

Full-time and never shared

Your hire works only for you, on your schedule, in your tools. No juggling other clients, no pooled agents.

Finalists in about 14 days

3–5 vetted finalists, with notes, typically within about 14 days of intake. You interview and decide.

One fixed fee, no retainer by default

A one-time fixed placement fee set by role. No monthly platform fee and no retainer by default; a small optional retainer applies only if you want us to manage payment and admin monthly. Pay nothing until you hire.

Contracts, payment and tracking handled

We set up a government-stamped, locally compliant contract and a signed NDA, onboard your hire, pay them in your currency (USD, CAD, EUR, AUD or GBP) and set up time tracking, so you never run foreign payroll.

A 90-day replacement guarantee

If the placement doesn't work out within 90 days, we replace them under the guarantee terms agreed for your role and offer.

Where we recruit: Morocco (500+ hires), Egypt (250+), the Philippines (500+) and Latin America (500+), including Mexico, Colombia, Argentina and Brazil. See our regional pages for North Africa, or our guide to hiring a remote SDR.

A note on contractors and employees

Every Talentige placement comes with a government-stamped contract that complies with local law, plus a signed NDA. Your hire is engaged as an independent contractor, which is how you avoid setting up a foreign entity or running foreign payroll. Talentige can also recruit for clients who then employ the hire through their own EOR; hires are full-time either way. On freelancer marketplaces, by contrast, classification and contracts are left to you. If a role needs to be a formal employee in the worker's country, with local benefits and labour-law protections, an employer of record is designed for that. Rules differ by country, so check how they apply to your situation. This is a summary, not legal advice. For the basics, read our guide to international employment contracts.

Frequently asked questions

What is the difference between an EOR and a staffing agency?
An employer of record becomes the legal employer of a person you have already found and runs their local contract, payroll, taxes and benefits for a monthly fee. A staffing or recruitment partner finds, screens and places the person. Talentige is a recruitment partner: we find and test the candidates, you choose your hire, and we handle the government-stamped, locally compliant contract, onboarding, payment and tracking.
Is Upwork or an EOR cheaper for a full-time overseas hire?
On published fees, Upwork's Basic plan adds 3%–5% to every payment plus a contract initiation fee, while EORs such as Deel ($599), Remote ($699) and Oyster ($699) charge a monthly fee per employee on top of salary and mandatory employer costs (checked October 10, 2026). Neither fee covers finding and vetting the person. With Talentige you pay your hire's pay plus a one-time fixed placement fee by role, with no retainer by default (a small optional retainer applies only if you want us to manage payment and admin monthly), and you pay nothing until you hire.
Can I hire someone from Upwork full-time?
Yes, but Upwork's terms require you to keep work and payments on Upwork for the first 24 months, or pay a conversion fee of 13.5% of the freelancer's estimated annual earnings (minimum $1,000) to move the relationship off the platform. If you know from the start that you want a full-time team member, a recruitment partner avoids that step.
Does Deel, Remote or Oyster find candidates for me?
Their core employer-of-record service employs someone you have already chosen. Some offer recruiting software or talent add-ons, but sourcing, screening and interviewing are generally still up to you. Talentige does that work for you and delivers 3–5 vetted finalists.
How is Talentige different from an offshore BPO?
A BPO delivers a service with its own staff and managers. With Talentige, the person you hire joins your team: they work only for you, full-time, on your tasks, in your tools and on your hours, and they report to your manager. They are never shared with other clients.
How long does it take to hire through Talentige?
About 14 days is typical from intake to hire, and you interview 3–5 vetted finalists. It depends on the role, seniority, languages and hours you need.
What does Talentige cost?
You pay your hire's monthly pay and a one-time fixed placement fee, which depends on the role. There is no retainer by default; a small optional retainer applies only if you want us to manage payment and admin monthly, and you pay nothing until you hire. Use our overseas hiring cost calculator to see typical pay by role and country.
What if the hire doesn't work out?
Placements come with a 90-day replacement guarantee. The exact terms depend on the role and offer, and we confirm them in writing before you start.
