Is Upwork Better Than Hiring From a Staffing Agency?

For a short project, often yes. For a full-time person you want to keep, usually no. Here is the honest version, with Upwork’s fees taken from its own pages.

Choose Upwork if…

The work has an end date

  • It is a scoped project: a logo, a landing page, a data clean-up
  • You are happy to screen proposals yourself
  • Part-time or a freelancer with other clients is fine
Choose an agency if…

You are filling a role

  • You need someone full-time, only for you, long term
  • You don’t have time to source, test and replace
  • You want them on your team, not on a platform for 24 months

Talentige is a recruitment agency, so we have a side in this. We have kept Upwork’s numbers to its own pricing and help pages and said plainly where Upwork wins.

Short answer: Upwork is better for short, well-defined projects you can screen and manage yourself. A staffing or recruitment agency is better for full-time roles, because it sources, tests and replaces candidates for you, and you avoid Upwork’s fee on every payment and its rule that work found on Upwork stays there for two years unless you pay a conversion fee.

Decide in three questions

What Upwork’s fees add up to on a full-time hire

Take a full-time freelancer paid $1,400 a month, which sits inside Talentige’s typical monthly ranges for sales reps ($1,200–$1,700) and admins ($1,200–$1,600). Upwork’s client fee applies to every payment, so it grows every month you keep them:

Cumulative Upwork client fees on a $1,400-a-month full-time freelancerBasic plan at 5%: $420 after 6 months, $840 after 12, $1,260 after 18 and $1,680 after 24. Business Plus at 10%: $840, $1,680, $2,520 and $3,360. Moving the freelancer off Upwork before 24 months: conversion fee of about $2,268.$0$900$1,800$2,700$3,600$420$840Month 6$840$1,680Month 12$1,260$2,520Month 18$1,680$3,360Month 24Conversion fee to go off-platform before 24 months ≈ $2,268Basic plan, 5%Business Plus, 10%
Our arithmetic on Upwork’s published fees: 5% (Basic) or 10% (Business Plus) of $1,400 a month, cumulative. Excludes the one-time contract initiation fee ($0.99–$14.99 on Basic) and the discounted 3% or 8% rates for eligible US clients paying by checking account. Conversion fee = 13.5% × ($1,400 × 12 ÷ 2,080 = $8.08 an hour) × 2,080 hours.

None of this counts the biggest cost on a marketplace: your own time writing posts, interviewing and re-hiring. Compare a full role in our overseas hiring cost calculator, or see line-by-line costs in the international hiring cost breakdown.

Not every “staffing agency” works the same way

When people compare Upwork with an agency, they usually mean one of four models, and they solve different problems.

1

Temp and contract staffing agency

The agency employs the worker and bills you an hourly rate with its margin built in. Good for short-term cover; the person stays the agency’s.

2

Offshore BPO or managed staffing

A vendor runs a function with its own agents and supervisors, usually priced per seat. Good for outsourcing a whole process.

3

Recruitment (direct-hire) agency

Finds, tests and places a person who joins your team; you manage the work. Talentige works this way, with an optional Month-to-Month plan where we also run payroll and admin.

4

Employer of record (not an agency)

Legally employs someone you already found, for a monthly fee per employee. It doesn’t recruit. See EOR vs staffing agency vs Upwork.

The hidden cost on Upwork is your time

On Upwork, you do this

  • !Write the job post and review proposals
  • !Screen profiles and run interviews
  • !Design and mark your own skills tests
  • !Check references and work history
  • !Manage the contract and payments in the platform
  • !Stay on Upwork for 24 months, or pay the conversion fee
  • !Start again if the person leaves

  • ✓Written and oral English and communication tests
  • ✓Role-specific assessments and interviews
  • ✓Background check on the finalist you choose
  • ✓Contract and NDA, payment in your currency
  • ✓Hubstaff time tracking and onboarding support
  • ✓90-day free replacement (One-time placement)

When each one is the right call

Upwork wins when…

  • You need a deliverable, not a teammate

  • You are hiring a full-time assistant, SDR, support rep, bookkeeper, dispatcher or developer
  • You want them working your hours, only for you
  • You need someone tested before you spend an hour interviewing
  • You want a replacement if it doesn’t work out

Upwork vs staffing agency: common questions

Is Upwork better than hiring from a staffing agency?
It depends on the work. Upwork is usually better for short, well-defined projects that you are happy to screen and manage yourself. A staffing or recruitment agency is usually better for a full-time role you want to keep, because the agency does the sourcing, testing and replacement, and you avoid Upwork's ongoing fees and its 24-month on-platform rule.
Can I hire a full-time employee through Upwork?
You can hire a freelancer on Upwork for full-time hours, but Upwork's Terms of Service require you to keep the work and payments on Upwork for the first two years after you find them there, with a client service fee on every payment. Taking the relationship off-platform earlier means paying Upwork's conversion fee.
What is the Upwork conversion fee?
It is 13.5% of the freelancer's estimated annual earnings, calculated as their hourly rate × 2,080 hours. For a freelancer earning the equivalent of $1,400 a month (about $8.08 an hour), that is about $2,268. Upwork's User Agreement sets a minimum of $1,000 and a maximum of $50,000, and the fee drops to $1 after two years. Upwork says discounts may apply based on relationship history and fees already paid.
How much does Upwork charge clients?
On Upwork's Basic plan, a 5% marketplace fee on payments to freelancers (3% for eligible US clients paying by checking account), plus a one-time contract initiation fee of $0.99–$14.99 per contract. On Business Plus, 10% (8% discounted). Fees are as published on Upwork's pricing page on October 18, 2026.
How does Talentige charge compared with Upwork?
Two options. One-time placement is a one-time fee based on the hire's annual salary, paid only when you hire, with a 90-day free replacement. Month-to-Month starts from $2,000 a month, all-inclusive, with international payroll, contracts and HR admin handled and free replacement throughout. There are no upfront recruitment fees and no retainer by default.
Is a staffing agency the same as an employer of record?
No. A staffing or recruitment agency finds people for you. An employer of record such as Deel, Remote or Oyster legally employs a person you have already found, for a monthly fee per employee, and does not recruit. Our EOR vs staffing agency vs Upwork guide compares all of them.
How fast can an agency fill a role compared with Upwork?
Upwork proposals can arrive within hours, but the screening time is yours. With Talentige you meet 3–5 vetted finalists in about 14 days for most roles, already tested on English, communication and role-specific tasks.
